In EverQuest II, the system for managing skill advancement, level range if items and just about every scalable function has been separated out by certain level ranges. These steps of advancement and the separation of skills is known as the Tier System. These tiers are directly related to the adventurers level and skills that correspond with those. They then extend to everything which falls into that level range including Zones, Harvest Nodes, Spells, and Rares.

What does Tier mean?
A Tier is just a fancy term for a step or a segment. It's just a word used to describe the different plateus in the path of advancement.

Tiers in relation to level
Each Tier is assigned to a general level range. These ranges are easily broken down as follows:

Tier 1 - Level 1 - 9
Tier 2 - Level 10 - 19
Tier 3 - Level 20 - 29
Tier 4 - Level 30 - 39
Tier 5 - Level 40+

Because your skills advance with level, there are certain skills that fall into these Tiers. This may be useful when trying to determine the Tier of a skill or spell and what Tier rare you may need to purchase if you want to get a spell upgrade.

Tier 1 - skill 5 - 49
Tier 2 - skill 50 - 99
Tier 3 - skill 100 - 149
Tier 4 - skill 150 - 199
Tier 5 - skill 200+

Tier Zones
As a result, there are certains zones that directly correspond to the different Tiers.

Tier 1 - Newbie Zones (IE: Oakmyst Forest, Theives Way, The Sprawl, The Caves)
Tier 2 - Antonica, Commonlands
Tier 3 - Thundering Steppes, Nek Forest
Tier 4 - Enchanted Lands, Zek Orcish Wastes
Tier 5 - Feerott, Everfrost, Rivervale

Tier Harvesting
Tiers of harvested items can be found in the same Tier level zone. This applies to the rares that are harvested in those zones too. Certain rares are required to craft Adept 3 skills and will once again relate to the level range of the skill you are trying to craft. Here is the list of skills required to harvest the different Tiers.

Tier 1 - 0
Tier 2 - 20
Tier 3 - 90
Tier 4 - 140
Tier 5 - 190

Examples
Now that you have all these numbers and Tiers flying around in your head, let me give you a few examples how you can use this knowledge next time you're out adventuring.

1) I just dinged level 25 and got this awesome new skill, but I want to upgrade it to Adept 3. What rare do I need? Well level 25 falls into Tier 3 (refer to the table), which means I'm going to need a Tier 3 rare (in my case Jasper), which I'm going to try and harvest from a Tier 3 zone (Thundering Steppes).

2) I want to go back and upgrade this one spell from awhile ago, but I don't remember when I got it. Let's look at the skill required... hmmm... 98, oh that's Tier 2. I need to find a T2 (Tier 2) Silver from Antonica.

3) I'm a level 31 Tailor now! d1ng w00t gratz n00b! Ok, what type of material am I going to be working with now? Level 31 is Tier 4, so I'm going to be need to harvest Pelts out of a Tier 4 zone... let's pick Enchanted Lands. What's this? It says my skill isn't high enough to harvest here? Tier 4 harvesting starts at skill level 140, time to get my skills up!
